ULLAS (Understanding Lifelong Learning for All in Society) Scheme
Context:
According to Census 2011, India faces a significant literacy challenge with 25.76 crore non-literate individuals aged 15 and above.
Despite previous progress, an estimated 18.12 crore adults remain non-literate.
This underscores the urgent need for this initiative.
About ULLAS:
It is also Known as Nav Bharat Saaksharta Karyakram or New India Literacy Programme (NILP).
It is a centrally sponsored initiative aligned with the National Education Policy (NEP) 2020.
The motto is Jan Jan Sakshar (Literacy for All).
The scheme targets all non-literates aged 15 years and above who missed the opportunity to access formal schooling.
Key Objectives & Components:
The scheme aims to empower learners by imparting:
Foundational Literacy and Numeracy (Basic reading, writing, and numeracy skills)
Critical Life Skills that include financial literacy, digital literacy, commercial skills, healthcare and awareness, child care and education, and family welfare.
Vocational Skills like skill development (with a view towards obtaining local employment).
Basic Education that includes preparatory, middle, and secondary stage equivalency.
Continuing Education that includes engaging holistic adult education courses in arts, sciences, technology, culture, sports, and recreation.
Implementation:
The programme is implemented through volunteerism, promoting social responsibility and a sense of duty.
It utilizes the ULLAS Mobile App.
It serves as a digital gateway for learners and volunteers to register and access learning resources.
