UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026
Context:
The University Grants Commission (UGC) notified new regulations on Promotion of Equity in Higher Education Institutions on January 13, 2026, following a Supreme Court intervention triggered by the suicides of Rohith Vemula and Payal Tadvi.
Key Aspects:
Unlike the 2012 advisory guidelines, these regulations are mandatory.
Non-compliant institutions face penalties, including debarment from receiving central grants or offering degree programmes.
Equal Opportunity Centre (EOC):
Every institution must establish an EOC with five faculty members to oversee policies for disadvantaged groups and coordinate legal aid.
Equity Committee:
A ten-member committee chaired by the institution's head resolves complaints.
Crucially, five members must belong to reserved categories (SC, ST, OBC, PwD) or be women.
It must meet within 24 hours of a complaint and submit a report within 15 days.
Equity Squads & Helpline:
Mobile squads will maintain vigil at vulnerable spots, supported by a 24-hour 'Equity Helpline'.
Key Changes:
The regulations explicitly include Other Backward Classes (OBCs) in the definition of caste-based discrimination and mandate their representation in the Equity Committee, a provision absent in 2012.
The final notification removed a draft provision that penalized "false complaints," leading to concerns about potential misuse.
Controversy:
Protests have erupted with claims that the rules may lead to harassment of general category students due to the lack of checks against false complaints.
However, the education minister has assured that the rules will not be discriminatory.
