Why In News:

* Union Minister of Jal Shakti Shri C. R. Patil launched the 'Swachh Gaon, Surakshit Jalvayu' (SGSJ) Campaign and a National-level IEC (Information, Education and Communication) Campaign on the Solid Waste Management (SWM) Rules 2026.

Key Facts for Prelims:

* Nodal Ministry: Department of Drinking Water and Sanitation (DDWS) under the Ministry of Jal Shakti- the same ministry that runs Swachh Bharat Mission–Grameen (SBM-G) and Jal Jeevan Mission (JJM).

* Campaign Duration: 1st – 5th June 2026, aligned with World Environment Day (5 June).

* Theme Linkage: SGSJ links rural sanitation ('Swachh Gaon') with climate resilience ('Surakshit Jalvayu'), reflecting the global Sustainable Development Goal 6 (Water & Sanitation) and SDG 13 (Climate Action) convergence.

* Ek Ped Maa Ke Naam: Plantation drive launched by PM Modi on World Environment Day 2024 (5 June 2024), urging every citizen to plant a tree in the name of their mother- symbolising both motherhood and Mother Earth.

* Special Gram Sabhas: Constitutionally provided under Article 243A. Gram Sabhas are the foundational deliberative body of Panchayati Raj- comprising all registered voters in a village.

Solid Waste Management Rules 2026- IEC Campaign: The SWM Rules 2026 update the earlier SWM Rules 2016 (notified under the Environment Protection Act, 1986) to incorporate emerging waste streams and stronger Extended Producer Responsibility (EPR) frameworks.

* Parent Statute: Notified under the Environment (Protection) Act, 1986.

* Coverage: Urban Local Bodies (ULBs), Rural Local Bodies (RLBs), industrial townships, SEZs, airports, ports, railway stations, defence establishments and places of pilgrimage.

* Source Segregation: The SWM Rules, 2026 mandate four-stream segregation at source into Wet, Dry, Sanitary and Special Care waste.

* Extended Producer Responsibility (EPR): Producers, importers and brand owners are responsible for the end-of life management of their products- already operational under Plastic Waste Management Rules, E-Waste Rules, Battery Waste Rules and Tyre Waste Rules.

* Polluter Pays Principle & Precautionary Principle: Foundational doctrines of Indian environmental jurisprudence (Vellore Citizens Welfare Forum v. Union of India, 1996).
