Why In News:
The Supreme Court is deliberating a Standard Operating Procedure (SOP) for listing and hearing urgent matters that affect life and personal liberty, such as death row pleas, habeas corpus petitions, and cases involving imminent demolition or detention.

Constitutional Remedies: The Framework
Article 32 guarantees the right to move the Supreme Court directly for enforcement of fundamental rights, itself termed the 'heart and soul' of the Constitution by Dr. B.R. Ambedkar.
Article 226 grants High Courts a wider writ jurisdiction, extending beyond fundamental rights to 'any other purpose'.
Together, these articles operationalise the constitutional guarantee that rights are not merely declaratory but enforceable.
Types of Writs
Habeas Corpus ('to have the body'): Directs production of a detained person before the court, safeguarding against illegal detention.
Mandamus ('we command'): Directs a public authority to perform a duty it has failed to perform.
Prohibition: Issued by a higher court to a lower court/tribunal to stop proceedings beyond its jurisdiction.
Certiorari: Quashes an order already passed by a lower court or tribunal, usually for jurisdictional error.
Quo Warranto: Questions the legal authority of a person to hold a public office.
Key Facts for Prelims
Article 32 cannot be suspended except during a National Emergency under Article 352 (though the right to move court for Articles 20 and 21 cannot be suspended even then, post the 44th Constitutional Amendment, 1978).
The Supreme Court Rules, 2013 and individual High Court Rules currently govern case listing procedures, which the proposed SOP would supplement.
