The Union Budget 2026-27 places "Yuva Shakti" (Youth Power) at the core of its development agenda
It is focusing on employment, skilling, and education to harness India’s demographic dividend

Core Vision: Focused on the "Three Kartavyas" (Duties) to achieve Viksit Bharat (Developed India):
Accelerate and sustain economic growth.
Fulfill aspirations and build people's capacity.
Ensure inclusive growth (Sabka Sath, Sabka Vikas).
Three Kartavyas of Union Budget 2026:
The first Budget prepared in Kartavya Bhawan, is inspired by 3 kartavyas:
First kartavya:
Scaling up manufacturing in 7 strategic and frontier sectors like Biopharma, Electronics and Semiconductor, Rare Earth Corridors, Textiles
Second kartavya: to fulfil aspirations and build capacity of people
focus on the Services Sector as a core driver of Viksit Bharat like Education, Ayush, Orange Economy, Tourism and Sports.
Third kartavya: aligned with vision of Sabka Sath, Sabka Vikas by:
Increasing Farmer Incomes
Empowering Divyangjan
Commitment to Mental Health and Trauma Care.
Focus on the Purvodaya States and the North-Eastern Region.
Key Fiscal Figures (2026-27 Estimates):
Fiscal Deficit is targeted at 4.3% of GDP.
In RE 2025-26, the fiscal deficit has been estimated at par with BE of 2025-26 at 4.4 percent of GDP.
A declining debt-to-GDP ratio will gradually free up resources for priority sector expenditure by reducing the outgo on interest payments
Debt-to-GDP Ratio is targeted at 55.6%.
Capital Expenditure (Capex) is increased to ₹12.2 lakh crore
Total Expenditure: ₹53.5 lakh crore.

It shall be integrating the AgriStack portals and ICAR package on agricultural practices with AI systems

Safe Harbour for IT Services:
The threshold increased from ₹300 crore to ₹2,000 crore.
Foreign cloud providers get a tax holiday until 2047.
Taxation
New Income Tax Act, 2025:
Comes into effect from April 1, 2026.
Simplified rules and forms to be notified.
Infrastructure & Connectivity:
High-Speed Rail:
Seven new corridors (e.g., Mumbai-Pune, Delhi-Varanasi) to act as "growth connectors."
Waterways:
Proposed Coastal Cargo Promotion Scheme to increase the share of inland waterways and coastal shipping from 6 % to 12 % by 2047.
Operationalization of 20 new National Waterways, starting with NW-5 in Odisha.
New Dedicated Freight Corridor proposed from Dankuni (West Bengal) to Surat (Gujarat).
Social & Cultural Initiatives:
Medical Tourism:
Five regional medical hubs to be established.
They will have AYUSH Centres, Medical Value Tourism Facilitation Centres and infrastructure for diagnostics, post-care and rehabilitation
Tourism:
To promote eco-tourism, “Turtle Trails” along key nesting sites in the coastal areas 14 of Odisha, Karnataka and Kerala.
Bird watching trails along the Pulikat lake in Andhra Pradesh and Tamil Nadu.
India is hosting the first ever Global Big Cat Summit this year.
Education:
Animation, Visual Effects, Gaming and Comics (AVGC) Content Creator Labs to be set up in 15,000 schools.
5 University Townships to be created in the vicinity of major industrial and logistic corridors
Proposed a High-Powered ‘Education to Employment and Enterprise’ Standing Committee to assess impact of AI and emerging technologies on jobs and skill requirement.
