  • Context: 

  • On October 17th, 2025, Prime Minister Narendra Modi pledged India's freedom from Maoist terror, citing recent success in countering the threat with 303 Naxal operatives surrendered in 75 hours with only three districts of the country now remaining in the grip of Left Wing Extremism. 

  • Definition 

  • The Red Corridor refers to the region in India experiencing significant Naxalite–Maoist insurgency.  

  • This ongoing conflict involves Left-wing extremist (LWE) groups, inspired by Maoist ideology, waging a "people's war" against the Indian government.  

  • The movement originated with the Naxalbari uprising in West Bengal in 1967.  

  • These regions often face challenges like underdevelopment, poverty, and lack of access to basic services which extremist groups sometimes exploit. 

  • Affected States & Districts  

  • The influence of LWE has significantly decreased over the years due to government efforts. 

  • At its peak, the Red Corridor spanned nearly 180 districts.  

  • By 2017, this had reduced to 90 districts across 10 states. 

  • Current Status (Oct 2025):  

  • The number of affected districts has further reduced to just 11

  • Most Affected Districts:  

  • The number of "most affected" districts is down to 3, all within Chhattisgarh (Bijapur, Sukma, and Narayanpur).  

  • Affected Districts:  

  • The 11 districts currently designated as LWE-affected are spread across Chhattisgarh Madhya Pradesh, and Odisha states. 

  • States Declared Naxal-Free:  

  • Andhra Pradesh, Telangana, Kerala, and West Bengal are no longer on the list of LWE-affected states. 

  • Naxal Mukt Bharat (Naxal-Free India) 

  • The government has set a target to completely eliminate armed Naxalism from India by March 31, 2026

  • The National Policy and Action Plan (2015) employ a multi-pronged approach combining security measures with development initiatives.  

  • This includes strengthening security forces, improving infrastructure (roads, telecom), promoting education and skill development, and ensuring financial inclusion in affected areas. 

  • Operation Black Forest 

  • It is a major joint anti-Naxal operation conducted by security forces (CRPF, Chhattisgarh Police, DRG, Cobra) that took place around May 2025 on Karregutaa Hills which is a significant Naxal stronghold on the Telangana-Chhattisgarh border

  • Outcome:  

  • It is considered a major success, resulting in the neutralization of 27-31 hardcore Naxalites.  

  • Government Initiatives 

  • SAMADHAN Doctrine:  

  • It was unveiled in 2017, this is an integrated strategy to counter LWE.

  • A - Actionable Intelligence 

  • D - Dashboard Based KPIs & KRAs 

  • H - Harnessing Technology 

  • A - Action plan for each Theatre 

  • N - No access to Financing 

  • Pradhan Mantri Janjatiya Unnat Gram Abhiyan:  

  • It was launched on October 2, 2024.  

  • While not exclusively for LWE areas, it targets the holistic development of tribal communities in tribal-majority villages and aspirational districts, many of which overlap with LWE-affected regions.  

  • It aims to bridge gaps in infrastructure, health, education, and livelihoods through the convergence of various government schemes across 17 ministries.  

  • The total outlay is ₹79,156 crore, aiming to benefit over 5 crore tribal people in around 63,000 villages.
