It replaces the National Sports Policy of 2001.
It aims to establish India as a global sports leader, with a focus on the 2036 Olympic Games.
It is developed through consultations with NITI Aayog, States, National Sports Federations, athletes, and stakeholders.
It is based on five key pillars:
Excellence on the Global Stage:
The policy strengthens the sports ecosystem from grassroots to elite levels through early talent identification and structured development.
It promotes the creation of competitive leagues and balanced infrastructure development across urban and rural areas.
High-performance systems for training, coaching, and athlete support will be institutionalised nationwide.
Governance structures of National Sports Federations (NSFs) will be upgraded for efficiency and transparency.
Adoption of sports science, medicine, and performance technology is encouraged for competitive advantage.
Capacity-building of coaches, technical officials, and support staff is prioritized for the professionalization of the sports ecosystem.
Sports for Economic Development:
Sports tourism will be developed to attract international events and generate economic returns.
The sports manufacturing sector will be strengthened, including support for startups and entrepreneurship.
Public-Private Partnerships (PPPs), CSR, and innovative funding models will be promoted for sports financing.
Sports for Social Development:
The policy aims to ensure inclusive participation by targeting women, tribal groups, weaker sections, and persons with disabilities.
Indigenous and traditional games will be revived and institutionalized for cultural preservation.
Sports will be positioned as a sustainable career path with academic integration and dual-career opportunities.
The Indian diaspora will be actively engaged in national and international sports initiatives.
Sports as a People’s Movement:
Nationwide fitness campaigns and community sports events will encourage mass participation.
Fitness indices will be launched to benchmark health performance in schools, colleges, and workplaces.
Universal access to sports infrastructure will be ensured through inclusive planning and outreach.
Integration with Education (NEP 2020 Alignment):
Sports will be integrated into school curricula as a formal component of education.
Physical education teachers and school educators will receive specialised training for promoting sports culture.
Strategic Framework for Implementation:
A robust governance and legal framework will guide sports policy enforcement and institutional functioning.
Private sector involvement will be institutionalised via CSR, PPPs, and innovative financing tools.
Emerging technologies like AI and data analytics will be used for performance enhancement and monitoring.
A national monitoring framework with KPIs and time-bound targets will track implementation outcomes.
The policy will act as a model template for States and UTs to align their sports policies.
A whole-of-government approach is advocated, mainstreaming sports into all ministries and developmental schemes.
