Context:
The Union Budget 2026-27 has signalled a decisive shift in India's pharmaceutical strategy, moving beyond generic medicines to position the country as a global hub for Biopharmaceuticals.
This is anchored by the new Biopharma SHAKTI initiative
About Biopharmaceuticals:
Unlike traditional chemical drugs (synthesized chemically), biopharmaceuticals are medicines produced using living biological systems such as human cells, fungi, or microbes.
They are structurally more complex and targeted than conventional drugs, interacting precisely with biological pathways.
Examples include Vaccines, gene therapies, antibody treatments, modern insulin, and biosimilars.
These are essential for treating non-communicable diseases where traditional drugs may be less effective
Key Initiatives & Schemes:
Biopharma SHAKTI:
The total outlay is ₹10,000 crores over five years.
The objective is to strengthen the end-to-end ecosystem for biologics and biosimilars, reduce import dependence, and enhance global competitiveness.
The goal is to capture 5% of the global biopharmaceutical market share.
Components:
Establishment of three new National Institutes of Pharmaceutical Education and Research (NIPERs) and upgradation of seven existing ones to create specialized human resources.
Development of over 1,000 accredited clinical trial sites to accelerate innovation and ethical trials.
Strengthening the Central Drugs Standard Control Organisation (CDSCO) with specialized scientific personnel to align approval timelines with global standards.
National Biopharma Mission (NBM)-"Innovate in India (i3)":
It was launched in 2017 with a focus on vaccines, bio-therapeutics, and diagnostics.
It is co-funded by the World Bank and implemented by BIRAC (Biotechnology Industry Research Assistance Council).
It supported the development of indigenous products like the ZyCoV-D (DNA-based COVID-19 vaccine) and India's first MRI scanner (Voxel Grids).
BioE3 Policy:
It focuses on "Biotechnology for Economy, Environment and Employment," promoting biomanufacturing and biofoundries for a sustainable future.
Bio-RIDE Scheme:
Merges existing DBT schemes to support R&D and industrial entrepreneurship with an outlay of ₹9,197 crore.
