Why In News:
PMKSY has completed 10 years, highlighting cumulative achievements since its launch on 1 July 2015.
The scheme is benefiting over 27.325 million farmers, while irrigation potential has been created or restored across 24.61 million hectares.
About the Scheme
PMKSY was launched in 2015 with the objective of enhancing water availability for agriculture, expanding irrigated area, improving water use efficiency, and promoting sustainable conservation practices.
In 2020, the Ministry of Jal Shakti introduced a mobile application for geo-tagging of PMKSY projects, improving transparency and monitoring.
Objectives of PMKSY
The scheme aims to ensure convergence of investments in irrigation through district and sub-district level water use planning.
It seeks to expand irrigation coverage under the slogan “Har Khet Ko Pani”, ensuring water access to every farm.
It focuses on the integration of water sources, distribution systems, and efficient usage technologies to optimize water utilization.
It promotes improved on-farm water use efficiency, reducing wastage and enhancing water availability across time and space.
Major Components of PMKSY
Accelerated Irrigation Benefit Programme (AIBP)
AIBP was launched in 1996 to accelerate the completion of major and medium irrigation projects that exceed the financial capacity of states.
Har Khet Ko Pani (HKKP)
This component focuses on expanding irrigation coverage by creating new water sources and improving existing ones.
It includes activities such as minor irrigation, repair and restoration of water bodies, strengthening traditional sources, and rainwater harvesting structures.
Its sub-components include:
Command Area Development (CAD)
Surface Minor Irrigation (SMI)
Repair, Renovation and Restoration (RRR) of Water Bodies
Groundwater Development
Watershed Development
This component emphasizes the scientific management of runoff water and soil moisture conservation.
It includes activities such as ridge area treatment, drainage line treatment, rainwater harvesting, and in-situ moisture conservation.
It aims to reduce soil erosion, regenerate groundwater, and enhance agricultural productivity in rainfed areas.
Per Drop More Crop (PDMC):
It promotes micro-irrigation technologies like drip and sprinkler irrigation.
PDMC has been subsumed under PM-RKVY since 2022-23.
It provides financial assistance:
55% subsidy for small and marginal farmers.
45% subsidy for other farmers.
