Why In News:

The Ministry of Housing and Urban Affairs (MoHUA) has approved the operational guidelines for the PARIVARTAN Scheme - the Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions.

The scheme facilitates replacement of older, highly polluting trucks and buses in the National Capital Region (NCR) with cleaner Bharat Stage (BS)-VI compliant or electric vehicles, and is now ready for operationalisation.

Key Features

Total outlay: ₹9,585 crore, including 5,041 crore of budgetary support from the Central Government; the scheme was approved by the Union Cabinet on 3 June 2026.

Nodal/Implementing ministry: The Ministry of Road Transport and Highways (MoRTH) is the implementing ministry, with funds routed through the National Capital Region Planning Board (NCRPB), which functions under MoHUA.

Incentives: Motor Vehicle Tax concessions (up to a 10-year waiver in some states), registration fee waivers, a 5% interest subvention on vehicle loans, and a minimum 8% OEM discount offered by manufacturers on new eligible vehicles.

Digital backbone: The scheme integrates with VAHAN, V-Scrap, DigiELV (Digital End-of-Life Vehicle) and the Public Financial Management System (PFMS) for seamless, traceable implementation.

Coverage: Targets old, pre-BS-VI commercial trucks and buses across the four NCR states - Delhi, Haryana, Uttar Pradesh, and Rajasthan - all of which have notified matching state-level tax concessions.

The scheme aligns with the NCAP (National Clean Air Programme) and the Vehicle Scrappage Policy.

NCAP was launched in 2019 with a target to reduce PM2.5 and PM10 concentrations by 40% by 2025-26 (base year 2017) in non-attainment cities.

Bharat Stage (BS) norms are India's emission standards for internal combustion engines, modelled on European (Euro) norms; BS-VI is the current standard, in force since April 2020.
