PAIMANA: Data-Driven Governance of India’s Infrastructure Projects (Economy)
Why In News:
PAIMANA, a web-based Central Sector project-monitoring platform, was recently in news along with its repository PAIMANA-CRIP and a Performance Monitoring Dashboard, positioned as tools for evidence-based, data-driven infrastructure governance.

What is PAIMANA?
Full form: Project Assessment, Infrastructure Monitoring and Analytics for Nation-Building.
A web-based platform monitoring Central Sector projects costing ₹150 crore or more.
Launched on 25 September 2025 by the Ministry of Statistics and Programme Implementation (MoSPI).
PAIMANA replaced the earlier OCMS (Online Computerised Monitoring System, 2006).
PAIMANA tracks six infrastructure sectors: Power, Civil Aviation, Telecommunications, Railways, Roads, and Ports/Shipping/Waterways.
Monitoring parameters go beyond physical output to include access availability, quality/usefulness/reliability, fiscal cost and revenue implications, utilisation efficiency, and affordability.
PAIMANA-CRIP and the Dashboard
PAIMANA-CRIP, launched on 8 July 2026, replaced DPIIT’s Integrated Project Monitoring Portal (IPMP).
Purpose: It acts as a centralised data repository to strengthen project monitoring mechanisms such as PRAGATI and PMG.
PRAGATI: It is an ICT-based, multi-modal governance platform launched in 2015, that connects the PMO, Union Secretaries and State Chief Secretaries to monitor major projects, schemes and grievances using digital, video-conferencing and geospatial technologies.
Project Monitoring Group (PMG): A DPIIT-led institutional mechanism that monitors large infrastructure projects, typically above ₹500 crore, and facilitates resolution of bottlenecks related to land acquisition, clearances, environmental approvals and utility shifting.
A separate Performance Monitoring Dashboard was launched on 16 April 2026, focusing on data-driven governance and evidence-based policymaking.
Purpose: It evaluates infrastructure performance using sector-specific indicators.
Total:165 performance indicators across six key infrastructure sectors: Civil Aviation (31), Roads (8), Power (14), Ports, Shipping & Waterways (62), Telecommunications (13), and Railways (37).
